Corruption, lack of transparency, inefficiency, and irregularities had persisted even though efforts had been made through the Public Procurement Act of 2006 and later through implementation of e-Government Procurement (e-GP) system. Specifically, this research employs both legislative documents, notices of public tender, and expert reports as the source of secondary data. Studies indicate that delays are experienced due to officialism, insufficient training, and new-age digital corruption threats. Based on the observation the study recommends that; the procurement officers should be certified, the current procurement procedures should be standardized, greater visibility in the procurement process through audit, and increased adoption of the Procurement Management Information System (PROMIS).
