What are the key challenges of implementing Sustainable Public Procurement (SPP) in developing nations: a case study of Bangladesh

Abstract

Sustainable public procurement has become a very important area to focus on to ensure economic, environmental, and social sustainability as well as to achieve the sustainable development goals of nations. In Bangladesh, the implementation of SPP faces unique challenges due to its socio-economic and institutional context. This dissertation investigates the critical barriers to implementing SPP policies in Bangladesh, focusing on limited financial resources, inadequate policy frameworks, capacity constraints, and resistance to change. The research identifies key impediments and proposes actionable recommendations to enhance SPP effectiveness. By addressing these challenges, the findings aim to contribute to the academic discourse on sustainable procurement and inform policymakers, practitioners, and stakeholders, offering insights for both national and global applications in advancing sustainable development objectives.
