dc.description.abstractQuality control is a prime performance issue for any organization. The Roads and Highways Department, RHD Bangladesh is facing problems with quality. The citizens of the country are not satisfied with the current road network of the country. But RHD have quality Assurance plan and the road network is constructed following it. Despite following the standards RHD is having quality problems. It is seen that quality problems are not mainly arising from construction but from the lack of proper support activities like management, human resource development, planning, value adding procurement and audit/review. It is rather a total quality issue. Total Quality Management is a new concept and widely used in private sector. The concept is not familiar in public sector but it is the solution that situation demands now in public sector. So the problems of RHD can be overcome by imparting Total Quality Management.en_US
