dc.description.abstract | Central Management System (CMS) is an important tool to establish accountability and transparency in procurement in public sector. The role of public procurement is to provide public services with public money by ensuring the better Value for Money (VFM) and Good Governance. CMS encompasses the public procurement process to achieve Good Governance. It improves the efficiency, effectiveness, transparency and accountability of procurement. In this research several attempts were made to decipher the perception of the officers of RHD about the efficient of CMS in public procurement.
To conduct the research questionnaire survey method was used. Around 45 RHD Officials and 5 Computer Operators are interviewed on approximately identical questions to find out the variance of their perception.
It was found that both RHD Officials and Computer Operators still lack the appropriate use of CMS in public procurement. Again Officials need proper training which should be done in a continuous manner.
This dissertation also focuses on the potential scopes for improvement of use of CMS to ensure Good Governance in public procurement.
The limitation of the study could be the time constraints of the research. The research can be further stretched to verify and compare the data of RHD with other similar public organizations. | en_US |
