Challenges in procurement of works at haor: a case study of LGED projects under Khaliajuri upazila, Netrokona district, Bangladesh

Procurement is an important task for an organization. Procurement of works has different challenges. Challenge in procurement at Haor due to topography is one of them. Due to topographic features of Haor it remains watershed 6-7 months in a year. LGED conducts procurement of works in every District and Upazila of Bangladesh. In this report study is conducted to find out procurement challenges of works at Khaliajuri Upazila under Netrokona District. From this study we find the challenges of procurement of works at Haor are predominantly material transportation, official cost estimate preparation, insufficient participation of tenderer, works supervision, flash flood, quality control of works, scarcity of water during dry season, scarcity of material, scarcity of skilled labor and delay intended completion time etc. Challenges such as scarcity of water during dry season, scarcity of materials cannot be combated due to its natural uncontrollable features. In this study we find out ways to combat the challenges are use insurance coverage for all contracts, tenderer`s development activities, materials test at Upazila, separate schedule of rates for Haor, skill development training for labor. Recommendations are given such as inclusion of insurance coverage at standard tender document PW2a and PW2b, increase the percentage of time extension approval authority of Procuring Entity (PE) at Haor, provide speed boat for supervision of work, preparation of work plan considering working period of Haor, deployment of more working force during working period at Haor.
