development projects fund spend through procurement .But the implementation of the development
projects as well as procurement are facing some obstacles. The main objectives of the study is to

ministry of Housing and Public Works in Bangladesh. Public procurement has become an issue
of public attention and debate, and has been subjected to reforms, restructuring, rules and
regulations. It is a matter of great responsibility and accountability for the procurement
professionals to spend public money following rules and regulations. Cost overrun is a
common phenomenon in the construction projects of Bangladesh. In addition to this,
